  Construction Section
  Execute surveys of water conservancy engineering; Assist and supervise water conservancy affairs; Design, construct and maintain dikes of coast and rivers, large-scale irrigation engineering, regional drainage engineering; Execute annually restoration task; Repair damages caused by disasters; Improve the living level of inhabitants at the remote area; Execute mountainside management and flood protection.
• Management Section
  Execute surveys of rivers, drainage, and costal dikes, compulsory purchase affairs, prevention of violation and punishment for bans.
• Planning Section
  Execute planning of hydrological measurements, management and analysis of survey and data statistic, drainage and costal dikes within the area of Hualien.
  Within the area, there are fourteen rainfall measurement stations, ten water level measurement stations and eighteen observation wells for underground water monitoring.
• Equipment Section
  Execute supplies and maintenance of equipment, vehicles, machines and tools.
• Accounting Office
  Execute accounting, statistics, budget arrangement affairs
• Administration Office
  In charge of archives, administrative matters, cashier matters, property management, research and efficiency evaluation, etc.
• Personnel Office
  Execute personnel and affairs.
